Paim, protesta, afirmando que antes da elabora\u00e7\u00e3o do substitutivo teve conversas com entidades religiosas e tamb\u00e9m com grupos do movimento LGBT (L\u00e9sbicas, Gays, Bissexuais, Travestis, Transexuais e Transg\u00eaneros).<\/p>\n<p>Fazendo uma concess\u00e3o aos grupos religiosos, foi modificado o artigo que tornaria crime \u201cimpedir ou restringir a manifesta\u00e7\u00e3o de afetividade de qualquer pessoa em local p\u00fablico ou privado aberto ao p\u00fablico\u201d, com uma ressalva para que devia ser \u201cresguardado o respeito devido aos espa\u00e7os religiosos\u201d.<\/p>\n<p>A senadora Ana Rita (PT-ES), presidente da CDH, afirmou que a comiss\u00e3o quer aprovar o projeto ainda este ano. \u201cN\u00e3o gostar\u00edamos de deixar isso para o ano que vem, at\u00e9 porque houve debate intenso sobre esse assunto. \u00c9 mat\u00e9ria que, do nosso ponto de vista, contempla perfeitamente todos os setores discriminados\u201d, defendeu.<\/p>\n<p>Do outro lado, o senador Magno Malta (PR-ES), que \u00e9 pastor, asseverou \u201cAcompanhamos o esfor\u00e7o do senador Paim. Realmente, n\u00e3o \u00e9 mat\u00e9ria f\u00e1cil. Nem vou entrar no m\u00e9rito, mas n\u00e3o podemos deixar um legado infame para as gera\u00e7\u00f5es futuras. Queremos um texto que trate de toler\u00e2ncia e n\u00e3o de intoler\u00e2ncia\u201d.<\/p>\n<p>Paulo Paim explica que elaborou o substitutivo procurando ampliar a lei que atualmente pune a discrimina\u00e7\u00e3o racial (Lei 7.716\/1989) e o cap\u00edtulo do C\u00f3digo Penal (Decreto-Lei 2.848\/1940) que trata do crime de inj\u00faria. Segundo ele, sua proposta de lei tem como o objetivo \u201co combate ao \u00f3dio, \u00e0 intoler\u00e2ncia e \u00e0 viol\u00eancia de um ser humano contra o
